The Black Market is an area underground where you can sell anything without legal prosecution. This includes primarily WMDs, Buffs, or illegal firearms. Note that this immunity from the law does not extend to server rules (e.g. you can still be banned for selling illegitimately obtained items here).

To get to the Black Market in Reveille, you will need to get into the sewers. There is an entrance near the Spawn Station to the east (located at 2809 69 4170. You will see a little area under the train platform with an NPC named Doug. There, you will find the sewer entrance.
