Tracks led from behind the Founders' Manor eastward, and down into the earth, to serve as the town's mine, while a large area to the north of town was designated as a tree farm. Several buildings were erected along one of the town's main roads to serve these trades. Mountain Ores contained numerous chest shops where miners could sell the ores they collected. Mountain Armory would provide facilities to allow workers to craft, repair, and upgrade their equipment, as well as process their copper, iron, and gold. Additionally, there was a warehouse that was intended to store logs and other supplies, however due to poor management, it was never actually used for this purpose. There was also a bakery and a speakeasy, however neither ever saw use, and were eventually torn down.

This document defined the structure of the government, creating a town council consisting of a Representative, who was the elected leader of the town, two other elected council members, and Lords, who were unelected permanent members of the council. The first council election would take place on 30 October, with YourLocalDiabeto becoming the Representative, and Ironside525 and Noobly20932 being the first elected council members.

This second charter would attempt to fix many of the flaws of the first one, such as expanding the number of council members from 2 to 3, renaming the title of Representative to Mayor and distancing it from the council, and enshrining several existing laws deemed fundamental to the government's function, including the Electoral Act. Along with this, several mechanisms were implemented to ensure that, even if several members of Mountain's government went inactive, the government could still get things done.

On 21 January, the final poll concluded with an official Mountain banner design finally being adopted. This banner would be placed around the town hall, and at the gates of the town.

The process of annexing Barren Valley began sometime towards the end of January 2026, with the construction of Granite Road connecting to Barren Valley's Flyhack Avenue, and the widening of the underpass where Flyhack passed under InterWild 3. The annexation process officially began on 3 February, with Flyhack Avenue being widened to 6 blocks across and being relabeled as Flyhack Street. With help from Ironside525 representing Redmont's Department of the Interior, as well as SpaceHombre, the original founder of Barren Valley, locked blocks would be cleaned up, more roads would be widened, holes would be filled, trees would be planted, and buildings would be rebuilt.
